Managers at Austin-Travis County, Texas, EMS knew they had a problem: Paramedics at urban stations responded to 20 to 30 calls during their 24-hour shifts, leaving them virtually no time to rest, much less sleep. On the other hand, paramedics at rural stations in the county on average responded to three or fewer calls per shift, resulting in a discrepancy in workload and potential safety issues for the county’s busiest crews.
